Network Management: a Strategy for Successful Implementation of Environmental Policy?

Will the state succeed in improving the effectiveness and efficiency of its programmes by means of a network-based approach to implementation? Four case studies within the framework of the Energy 2000 programme are being conducted to identify prerequisites for and instruments of network management.

First we ask in what particular conditions network management can be seen as an appropriate instrument to enhance implementation. Second, we need to describe and analyse the individual instruments (procedural methods) involved in the implementation of a network-oriented approach. Above all we need to determine what instruments or procedural methods are needed to extend and support such a network in the context of practical implementation.

It is the objective of the project to develop practical guidelines for the utilisation of network management as part of the strategy for implementing environmental policy within the federal system. To ensure its practical impact, the project is conducted in close coordination with ongoing evaluation studies and strategy formulation within the framework of Energy 2000.
